Nanning, capital of Guangxi Zhuang Autonomous Region, is the center of politics, economy, culture, technology, finance, and information of Guangxi. Nanning High-tech Zone was established in 1988 and was approved as the state-level high-tech zone in 1992. Nanning High-tech Zone is situated in the northwest outskirt of Nanning, which is the concentration of Guangxi’s technology, culture and education. This is a beautiful place, with convenient communication. University Road, Express Ring Road, Round-city Expressway, and many other criss-cross roads help Nanning High-tech Zone keep in touch closely with the outside world.

Hard working for over ten years has brought glory. People in the Zone shoulder the task of ‘Developing and apply high technologies to production’, and aim at the commercialization, industrialization and internationalization of technology results. 十余年，在历史的长河里只是短暂的一瞬，然而，南宁高新人却在这一片热土上，实现了从无到有，从有到优、从优到强的巨大质变，实现了产业发展、自主创新、招商引资、环境优化的系列飞跃：

A little over a decade is just a twinkling of an eye. But in such a short period, and on this land, qualitative changes have taken place in Nanning High-tech Zone: nothing into something, something into quality, and quality into strength. 南宁高新区始终坚持依托本地资源优势，走新型工业化的发展道路。目前，高新区已经基本形成生物工程及制药、软件开发、信息产品制造、大型电力设备生产、汽车零配件、现代农业等6大产业基地。

Nanning High-tech Zone has been adhering to the principle of developing new style industries based on the advantage of local resources. Currently, 6 industrial bases, i.e., bioengineering & pharmacy, software development, information product manufacturing, power equipment production, auto spare parts, and modern agriculture, have been formed.

1992年，当南宁高新区走进国家级高新区行列时，高新区科技工业园还是一片水塘、荒地和农田。只有仅仅20家企业，技工贸总收入1.2亿元，工业总产值0.5亿元。当时光的日历翻阅到2005年岁末，高新区入区企业达到2800多家，实现技工贸总收入 253亿元，工业总产值187亿元！

In 1992, when Nanning High-tech Zone was only just approved as the state-level high-tech zone, the Industrial Park was glutted with ponds, wasteland and farm land. There were only 20 enterprises. The total income of technology, industry and trading was RMB120 million and the industrial output was merely RMB50 million. When the time came to the end of 2005, there were 2800 enterprises admitted to the Zone. The total income of technology, industry and trading reached RMB25.3 billion and the industrial output hit RMB18.7 billion!

南宁高新人始终坚信，创新是灵魂，创新是使命、创新是希望。他们在加强自主创新能力建设，提高核心竞争力方面做了大量的工作。作为南宁市乃至广西技术创新的重要基地，南宁高新区累计开发新产品1200多项，涌现出了像八菱科技、德意数码、平方软件、皇氏乳业、桂西制药、博科药业、庞博生物、中诺生物、康华药业等一大批高新技术企业，研究开发了“红外线远程抄表系统”、“妇血康”、“节能电子镇流器”、“活性氧洗衣机”、X射线高频高压发生器、海藻塘、植物蛋白酶等一大批高科技专利产品，许多产品在国内同行业中都处于领先地位，多项产品填补了国内空白。

People of Nanning High-tech Zone always bear in mind that creation is the soul, the commission, and the future. While they are consolidating their ability of self-reaction, they have done much to improve the core competence. Nanning High-tech Zone, as the important base of technology innovation of Nanning as well as Guangxi, has witnessed more than 1200 new products, developed by a large number of high-tech enterprises such as Baling Technology, D&E Digital, PingSoft, Huangshi Dairy, Guixi Pharmacy, Boke Pharmacy, Pangbo Biotechnology, Zhongnuo Biotechnology, Kanghua Pharmacy, and etc. These new products include ‘Infrared ray remote metering system’, ‘Fuxuekang obstetrics medicine’, ‘Energy-saving electronic stablizer’, ‘Active oxygen washing machine’, ‘X-ray high frequent & high voltage generator’, ‘trehalose’, ‘plant protese’, and etc. Many products are in the leading position in China. Some of them have filled up the gap in China.

走进南宁高新区，在一座座现代化的工厂门前，除了猎猎飘扬的五星红旗外，还可以看到五彩斑斓的外国国旗。实施开放带动战略，借人之长，补己之短，高新区引来了美国、德国、英国、日本、新加坡、印尼、韩国、澳大利亚等国家和香港、台湾地区的外商投资企业156家，引进了可口可乐、AMD、西门子、德固萨美诗等世界500强企业以及巨星科技、培力药业、博科药业、枫叶药业等著名外商投资企业。为有效对接东盟，吸引东盟以及东南亚地区的科技型企业和国内外企业总部入驻，高新区正紧锣密鼓地进行中国—东盟科技企业孵化基地建设。届时，一个崭新的国际科技企业孵化器将呈现在高新区科技工业园。

Entering Nanning High-tech Zone, in front of gates of modern factories, we can see not only the Five-Starred Red Flag fluttering in the wind, but also colorful national flags of many countries. By implementing the strategy of opening up, learning from others and making up its deficiencies, Nanning High-tech Zone has attracted 156 JVs, including Fortune 500 companies such as Coca-Cola, AMD, SIEMENS, and Degussa Rexim, and many other JVs as YesStar Technology, PuraPharm, Boke Pharmacy, Maple Leaf Pharmacy, and etc, from such countries and areas as USA, Germany, Britain, Japan, Singapore, Indonesia, Korea, Australia, Hong Kong and Taiwan. To set up a bridge between China and ASEAN countries and to attract technology companies from ASEAN and headquarters from other countries, Nanning High-tech Zone is now making every effort to construct China-ASEAN Technology Company Incubating Base (CAIB). Once it is completed, CAIB will be a new style international incubator in the Industrial Park of the Zone.

从建区至今，高新区累计投入资金60多亿元，修建道路、标准厂房、孵化基地以及各种配套设施。

Since its establishment, Nanning High-tech Zone has accumulatively invested over RMB6 billion into infrastructure construction including roads, workshops, incubation base and many other facilities.

These polices are always upgraded timely lest they lag behind the time. To provide investors all-round service, Nanning High-tech Zone setup Guangxi’s first ‘one-stop-service center’. The Zone is also the first one to implement ‘Fee-free policy’ in Guangxi. Only tax other than administrative fee is levied from enterprises, to lower startup costs of enterprises to the greatest extend. Investors are promised that, business licenses are issued within 3 working days and just within 2 hours for important projects.
